According to Kim Russell in Man accused of having child porn volunteered at Birmingham Schools, William Shaffer "had a history of surrounding himself with children. Not only did he work for Child Protective Services in the past, but he used to volunteer at Birmingham Schools. He would operate the video camera during football games at Seaholm High School."
