MCSO arrests couple linked with child custody fraud

Ciara and Michael Coultrap, a couple from Mesa, ran "Legacy Family and Children's Services" out of their home. Michael Coultrap, whose legal name is Michelle Madarieta, allegedly claimed to be a licensed therapist with a doctoral degree. According to Dawn Alexander, in her story MCSO arrests couple linked with child custody fraud, "Legacy Family & Chileren's Services" opened in 2009. Their services included mediation & supervised visitation along with counseling services.

Yesterday, the Spokesman Review posted In brief: Social worker sentenced in child porn case. The Spokane social worker, Darrell Rogers, "was a social worker ... with the Department of Social and Health Services beginning in 1995.... He began licensing foster homes in 2005."
